Countif Formula For Multiple Variables In The Same Range Of Cells

I have a drop down list in a column called Report Type (example below).

I need to count all the cells that have: Budget Report, Financial Quarterly Report, Financial Mid-Year Report, Financial Annual/Year-End Report, Audited Financial Statements, In-year Reallocation, and Annual Reconciliation Report
Is it possible to find the formula of a result that is based on three other values.
Here's my example:
I give three cases, but I am sure all three use the same formula. I made the team names up but the values are 'real'.
MATCHES TEAM NAME TEAM RATING OPP. RATING POINTS DIFF. NEW RATING

I want to know what formula was used to calculate the New Rating in the last column. I am not 100% sure if the formula to calculate the New Ratings as shown above includes a value for home ground advantage of which I might be unaware. For what its worth, the Blumps and Sharps were home teams and the Champs was a visiting team for the three matches shown.
I'm trying to use a range(Cells1),(Cells2) all working fine, but now I'm trying to use variables for the Row selection. selection.row as one of the variables, but keep on getting a error.

I can't quite get this formula to give me the correct value.

I tried defining as a Range and I can't get it to work right either way. When I hover over my r1 and r2 values the range is correct but it does have "$A$227:$A$447" quotes around the range so I think that is messing me up.
I was wondering if it's possible to use a countif so that the condition can be a range of values also? For example, A1 = 14.12.08, A2 = 15.12.08 and A3 = 16.12.08
So I can have a countif that looks like: Countif(B1:B300, A1:A3). It doesn't work when I try it, but was wondering if there's a way to achieve the same result? So if B1:B300 contained any of the values in A1:A3 it would count the amount of times they appear in the B range.
I am trying to use COUNTIF with two critera. If this isn't possible is there any other way possible of doing this in a range of cells.
What I am trying to do is show the amount of students in a year group who spend x amount of hours on the internet and have a target grade (for example) of Lvl 4

I am trying to count the status and type of some work so:
Column A would contain the status of the work e.g. open, in progress, closed etc. Column B would contain the department: ict, development, operations, etc.
I want to do a summary that shows: How many are in ICT are open, closed etc.
I can do a countif to get the total open, in progress etc or total number of ICT jobs but not ICT In progress.
I'm trying to count cells in one column that match a variable only if it also matches a variable in another column. For example, I want to count all of the cells in column A that match "Franklin" only if column D shows "True".

On sheet 2 I want to expand the count to ONLY include survey scores from Col E that are >79.99% for that specific agent. I am using the CountIf function (in column B) to count the number of events called "EVENT1" from columns C (Time) and D (Events), but the range needs to include all cells which, at the current B row, have the same value as in row A. I have been looking for a way to count the number of cells in a column that do not contain the word "No." I used the countif formula to count the cells that do contain "No" but I need a formula to count cells that contain anything but the word no.
I have a list of assessment scores for students with a matching grade in text form. I want to show the percentage of students that receive "Adv" and "Pro" grades out of the total number of students (cells with data). But I have extra cells in case students are added during the year. I need to have the formula ignore any empty cells and count all of the "Adv" + "Pro" grades divided by number of students with data. I would like to do this by including the extra cells in the formula so I don't need to amend the formula should students be added. This is the formula so far. Maybe there is a totally better way to write this formula.
In my worksheet, I know the last line of my report AND I know how many "reporting segments" (all equidistant and identical) there are in the report based on the last row using the below (which I tested in several reports in messages):

My "reporting segments" are ALWAYS 22 rows each and the first one always starts in row 5. Example: A document where the last row (containing an End of Report special character) is 247 would have 11 reporting segments.
Within each reporting segment, there are two different formulas needed.
For the first reporting segment located in rows A5 thru J27:
I need FORMULA1 in all cells of the range (D5:D15 dragged out to H5:H10(not 15) and D18) and FORMULA2 in cells (F20:F22,J20:J22).
Then I need to repeat that vTaskCount number of times (number of segments) and at intervals of 22 (segment repeater offset). Some reports may have 2 segments, some might have 50, but the structure is always identical.
My formulas are all pretty simple if it makes a difference (originally using FormulaR1C1 = "=RC[-1]+RC[-3]" --- but because I now know solid cell locations I suppose I don't need to make them relative, too.)
I am trying to extract the number of times a name appears on a certain range of cells on a worksheet, now I can get this to work, but I am sure there is a better way I just cant get it to work!

I have a row data corresponding to the measuring of load cell per min and I need to average the values per hour. So I have a column B for the date (from 1-01-2013 to 31-01-2013, column C for the time (0:00:00 to 23:59:00), and D de values per min I want to average. I have to do the same for the rest of the month of 2013 (February, ...., December).
I would like to know if there is a way to create a formula to calculate the average of the first 60 values (to get the average of the first hour of 1-01-2013), and then copy it to get the average of the following 60 (average of the second hour in 1-01-2013) and so on.
If there is no way to do it, I would like to know if I can do it using functions like average, match, index, offset, what would be the best match of those functions.
I also tried it by doing the analysis in another tab and using the function "averageifs" with two criterias: one for the date (example 01-01-2013) and another one for the hour (example 0:00:00), but it didnt work, it show error: #value. I inserted an extra column in the data tab with just the hour (example 0:00:00) in front of the corresponding column with (example 0:01:00, 00:02:00, etc) Equation I used for this:

I am trying to determine that if a range of cells are marked with an "X", then cells containing "Pass" (A4), Pass with Opportunity for Improvement (A6)or "Fail" (A8) will be marked with an "X". I have 3 columns that are selectable for Pass, Fail, and Non-Applicable. There are a total of thirteen questions that this evaluation form asks, and the evaluator must check one box. In order to be considered a Pass, there must be more 12 or more "X"'s marked in the Pass column. A Pass with Opportunity for Improvement would be equal to 11 marked in the Pass column, and a Failure would be 10 or less showing up in the Fail column. If there is a check in the non-applicable section, this has to be figured into thye pass fail as well. A Pass would be 85% or higher, and failure anything less than this. I will attach the file for review. I would very much appreciate help on this problem first, and then there is one other element to the sheet that plays in at the end.

The error message I receive is the following: "Run-time error 13, Type mismatch"
I precise that the next step is to make the ",6," part in the vlookup formula also variable... but I guess once my current issue is solved this one will be a piece of cake.
