Conditional Formatting And Decimal Digits

Is it possible to set conditional formating so the cell is filled with color only if a value in the cell has more then 2 decimal digits?
It doesn't matter if I set the cell formating to show only 2 decimal digits, it still contains a value with more digits and that causes an error. I need to make it visible for viewers.
The value itself is being pasted by users so they don't even know it has more then 2 decimal digits as they paste the value with formating as well.

I am trying to create a unique sample code by putting together the values of other cells that a user will input. It's all working well apart from the last part, where I am trying to include a decimal number. I want the decimal number to appear without the central "." and in a four digit format. e.g. 2.5 would appear as 0250, 14.25 would appear as 1425. This is the formlua I am using currently:
=IF(ISBLANK(B4),"",IF(LEFT(C4,1)="w",(B4&"-"&TEXT(F4,"YYMMDD")&C4&TEXT(G4,"HHMM")),(B4&"-"&TEXT(F4,"YYMMDD")&C4&LEFT(TEXT(H4,"00"),2)&RIGHT(TEXT(H4,"00"),2))))
However, where the value of H4 is 2.5, I am getting a result of 0303 (I've put this part in bold). I have attached a small spreadsheet to aid understanding.

I am trying to apply conditional formatting to highlight the cells in D column if it starts with 91099 or 91004.
I tried to do the same using wild card, and left function but didn't get the desired output.

Is it possible to Conditionally Format using the (Custom) Data Validation Tool one or both of the following conditions:-
1. Force the user to enter the correct decimal point position for a given currency :-
The are 3 different decimal point locations location's - 0.87624 / 123.123 / 1273.00 There are always 6 numerals We have a table to lookup which specifies where the decimal point is on all currencies
CURRENCY AUDUSD< List is linked to a table
Price - High 0.87744< Decimal point dependant on chosen currency pair chosen
Price - Low 0.86596
Price - Close 0.86823
2. As above but numbers once entered will be formatted accordingly to the correct decimal place to the corresponding currency

If I enter 2.5 into a cell, and then change the format so that there are no digits after the decimal, the number changes to a 3.
2.4 correctly rounds to 2, but shouldn't 2.5 round to 2???
I thought that even numbers were supposed to round down, and odd numbers round up when there is a 5 right after the decimal.

Basically, I want to format a group of cells to display 1 decimal figure if the number is not a whole number. If the number is a whole number (or if the rounded first decimal place is 0) I want it to display no decimal.

is there some way to conditionally change the last digit into something else entirely? 1222 should be 122.25, 1224 should be 122.50, and 1226 should be 122.75.

Some of my numeric values are with single decimals .....
Eg:

When I format in Excel with Number with 2 decimals my results remain the same
But the result which is need is:
1542.20
9856.50
659855.90
2589.70

if I change the formatting of a cell to 2 decimal places, it appears as two decimal places (as it should) for example $88.88888 will show as $88.88
However, when I use this data in another application that displays this data it will display as 88.88888 still. I need to actually take the value and truncate it to 88.88 eg 8.8888888 will become 8.88
I have been using trunc by hand and wanted to try and find out if there is a way that I could write some sort of macro to do this for me each time.

I'm looking to see if there is a way to take the decimal place formatting of cell and apply it to other cells.
For example, if someone types in 0.0001 into a source cell, I'd like to take that decimal formatting and apply it to other destination cells. This way when values are typed into those cells it will automatically display 4 places past the decimal, no matter what the value. ie 50 will display 50.0000

A little background on what i am doing. I have a spreadsheet that tracks when i have blown the dust out of our computers. I have set up conditional formatting so that the text turns red after 300 days and the cell turns yellow after 600 days. However, some computers are in high dust environments. I would like the spreadsheet to tell me to blow the dust out of these sooner. see the attached sheet.

Is it possible to change the format of cell AI3 based on the format of cell C3 and D3? I have C3 and D3 set to turn red based on what is in cell C2 and D2. I would like the following done:
If AI3=C3 & C3 is red, format AI3 blue
If AI3=D3 & D3 is red, format AI3 blue
Otherwise, leave AI3 unformatted.
Possible???

I have the following working great, but would like to see it refine a little, as the data vlookup is 6 digits, but i only needs the last 4 digits is enough for me to work, my question is how do i go about adding that to the following function i have implemented and working fine.

Is there "code" for different formatting in a spreadsheet so you can use an IF statement to do something like:
if(A1=blue background,"Yes","No")
or
if(A1=red text,"Yes","No")
etc.?? But replace "blue background" and "red text" with some sort of number code? I want to compile a list of the items that are formatted with certain background colors and/or text colors and then organize only those items into a chart.

I wrote an excel program in Excel'03 for a dental office to manage state assistance patients and one of the table columns is the state assistance number. The problem is that the program defaults to a number format when it is entered instead of a text format, which is what I want. The issue is that state assistance numbers are always 8 digits and when it defaults to a number field the program drops the required preceeding zeros.
For example the number 00123456 will sometimes show up as 123456, which is wrong. It's like sometimes it will show up right and other times it gets a butterfly in its brain and deletes those zeros irritating the receptionist here. So, how do I get the table to either stay in text format or set up a number format that keeps the preceeding zeros?

I am editing a wine database which contains a vast amount of data, one column has the wine name and sometimes the vintage year in the begining or at the end of the cell. Sometimes the year is made of 2 digits (03, 05, ..) or 4 digits (1978, 2004, 2005, ...).
Is there a way to remove this vintage year form the string?
to make matters worse, there is often a single quote/apostrophe in front of the vintage year, which is driving me mad as 98% of the time it is one of these hidden ones that cannot be deleted using the find/replace function.
examples are like below:

I have had some luck with the left side, as in:

As I am not an expert with Excel, I have no idea on how to use VBA (every time I have tried even basic things, I failed) nor even sure how the above funtion works (found it on another site).
I thought I could acheive my goal in two steps, first removing the left side vintage and use this partial result with the RIGHT equivalent funtion, but it simply is not working!

I have a vba macro that takes data from one workbook and pastes it into another workbook. In doing this I have declared a few variables of type single (I only need two decimal precision). However, when I copy the values from the cells on the source workbook and paste them into the target workbook, the numbers end up having 12 decimal places. Ultimately, this extra precision causes my totals to be off by .01 or more after a while. I have tried rounding the number as I pull it off the source workbook into the variable, but that didn't matter. How do I solve this problem? Code for pulling data from source workbook:...

I need to convert a column of numbers currently formatted with 2 decimal places e.g. 112.12 to 4 decimal places (without the decimal point). I need the end result to be 1121200. I have to make a excel document in which I have length and width in feet and inch format.
E.g. 10.01 in which 10 is feet and .01 is inch
I have all the length and width values in the above format. And what I want to do is convert the inch value (10.01) to feet value (.01=.08 feet) .

I have a hard time when it comes to "If then" statements and conditional formatting. I have some data that I am collecting and entering into a spreadsheet for a couple different companies. Once I receive paperwork from those companies for the data collected I mark the data with a blue colored text. I would like to have a second sheet that generates what companies have not sent me their paperwork. "If the data is black text, then generate <name of company> on second sheet." The list is small right now, but as the project continues it will grow very large and it will become difficult to track. I will attach a copy of the spreadsheet for you to see the situation. I would like to learn how to do these types of formulas, is there a tutorial geared towards these types of situations?
