How To Count Groups Of Cells In A Range Using Specific Criteria

I want to count the number of groups of 3 adjacent cells in a horizontal range (C5:EV5) in which any cell in the group of 3 has a value in it (as opposed to all the cells being blank or containing "0"). For example, if any or all of the cells in C5:E5 have a value in it, it would count as 1, and if any of the cells in the group F5:H5 have a value, it would also count as 1, and so on. Is there a way to use COUNTIF for this?
There is a one-to-one relationship between Column A and B, but B is not unique (but can only take a small set of valid values). I wish to query how many id's (Column A) contain a particular property (Column B). If the example above ended before the "...", I would like to get as the output:
Code: 566 2 341 1
because the property 566 is owned by two id's (1 and 3) and the property 341 is only owned by the id 2.
how can I sum up all the "Type of Defect"[CR, LOF, DR] for a specific Welder. They were tag as Welder 1-7. In the attached example (Sheet1- Data), Welder 1 has 2 "CR" and 1 "LOF", this figures to be reflected in Sheet 2 (TOD).

I need a formula that will count the number of unique values in column A that have "Criteria" in column B. In this case the desired output would be 5 (A, C, D, 2, and 3), a blank cell in column A does not need to be counted.

I believe I need a loop code to do what I need, because none of the functions I've tried have worked. I want to start at B2 and go down the column until I come to a YES. When I find a YES, I want to know the number of NOs that preceded it. Then I want to go from that YES(#1) to the next YES(#2) and count the number of NOs between YES(#1) and YES(#2) and so forth, until I run out of rows. For example, in C5, the answer is 2, because there are 2 NOs between YES#1 and YES#2 in coulmn B, and a 1 in C7, because there is 1 NO between YES(#2) and YES(#3) in column B.
I am tracking total man hours of contractors in columns of different rates applicable. At present I have structured my worksheet with the different rates across and days going down. As I am invoiced for a period of work I will log the invoice ref number in a separate field. I would like to sum totals to report against $ Invoiced and $ Committed (i,e worked but not actually invoiced against yet).
Here is an example of what I am trying to achieve. The Actual showing sum mhrs * rate only for the mhrs entries with an invoice in corresponding Invoice Ref Column. The Committed producing sum of all mhrs * rate [which I am using =(SUM(D9:D37)*D7)] regardless of what is in invoice ref column.
This way I can hopefully track what we have been billed and also what we can expect to have to budget for to cover what has been worked but not billed against.
Here is what i am trying to achieve. If the date 2/20/2010 is located at F53 & the cell next to it at H53 is populated with a number between 1 & 16, then i want the cell at J11 (42 rows further up) to auto populate with the number 1. When this occurs the cells beneath this, from J12 to J52 should also auto populate with the with consecutive numbers from 2 to 42. Would also like to see the cells with numbers 1 to 28, automatically format to orange & the cells containing numbers 29 to 42 automatically format to yellow. I plan to have this condition repeat several times later in the year, at dates that are to be decided. When these dates are decided i want to be able to enter a number from 1 to 16 & next to the date & all of the above automatically occurs.
I have a column of equipment average utilization percentages. This column is a dynamic name range called "Avg_Util".
Values in this range were created by a calculation that results in a value of "", for equipment which have no utilization as yet, to those with a utilization of anywhere between 16% to 160% for those with actual hours in service.
I need to count how many have a utilization of <=50% and those that have a utilization of >=150%.
COUNTIF didn't work because it apparently counts the "" values (as zeros?)? I didn't fare much better with SUMPRODUCT either, but that could just as easily be the fact that I'm still new to that function. I get the feeling I'm overlooking something regarding working with percentages here to be having so much difficulty with something that just doesn't seem like it ought to be that hard.
How to be able to count cells with a specific color (green) and a specific value (8210) for example the sum of the info I am needing below should be 2 even though there are technically 3 - 8210 cells.
CELLS AA5:AA64 will have either EF, CS, SBS and/or, RP. Cell AA16 could be "EF / CS / SBS" and AA20 could be CS. I want Cell AA65 to count show how many CS's have been entered in that range. How would I do this.
